優秀青年科學基金項目(海外)旨在吸引和鼓勵在自然科學、工程技術等方面已取得較好成績的海外優秀青年學者(含非華裔外籍人才)回國(來華)工作,自主選擇研究方向開展創新性研究,促進青年科學技術人才的快速成長,培養一批有望進入世界科技前沿的優秀學術骨干,為科技強國建設貢獻力量。
二、支持條件
蘇州大學誠邀海外英才依托我校申報2024年度海外優青,對入選者,學校將提供全方位、多樣化的支持條件。
(一)學校支持
1.崗位及待遇
①聘任崗位:特聘教授,事業編制,博士生導師。
②專業技術職務:直接聘為教授職務。
③薪酬待遇:首聘期稅前基礎年薪80萬元起+績效獎勵(通常2-20萬元不等),上不封頂。特別優秀者一人一議。
④安家(個人)補貼:不低于500萬元(含國家、地方配套補貼)+兩年免費周轉公寓+入職差旅補貼。
⑤科研經費:基金委資助100-300萬元,學校按1:1比例配套(其中,實驗類理科、工科、醫科直接給予300萬元配套)。此外,可根據工作需要,由學校另行提供大型儀器設備費。
●依托我校蘇州醫學院申報并入選者,蘇州醫學院將提供疊加支持,其中安家(個人)補貼增加50萬元,學術啟動經費增加100萬元。
●依托我校附屬醫院(蘇州大學附屬第一醫院、蘇州大學附屬第二醫院、蘇州大學附屬兒童醫院、蘇州大學附屬第四醫院)申報并入選者,附屬醫院將提供:稅前年薪100萬元起,安家(個人)補貼不低于600萬元(含國家、地方配套補貼),學術啟動經費500萬元。
2.工作條件
①實驗空間:提供不低于150平的辦公及實驗室用房。
②團隊建設:學校全力支持組建創新團隊,優先支持招聘青年教師、博士后及專職科研人員。其中博士后招收人數不限。
③招生指標:研究生招生指標予以政策性傾斜,學校層面保證每年1個博士生名額及不低于2個碩士生名額。學院層面根據實際名額可另行支持。
3.生活保障
①過渡住房:學校提供全裝修的過渡性人才公寓,拎包入住。如不住學校過渡房,學校將發放為期24個月的租房補貼,另可申請蘇州市樂居租房貼,租房補貼最高可達6000元/月。
②家庭保障:解決家屬工作和子女入學;除享受校內幼兒園、蘇大實驗學校(小學、初中)等優質教育資源外,全市范圍協調解決子女優質中小學入學需求。
③醫療服務:學校4所直屬附屬醫院提供優質醫療服務,其中附一院在“中國醫院競爭力排行榜”連續十年蟬聯全國地級城市醫院榜單榜首,在2022年中國頂級醫院排行榜中名列第32位。
*特別說明:對于進入會評階段但未入選人員,經學校評估通過后,可聘為我校特聘教授精英人才(教授,博士生導師,事業編制),提供具有競爭力的薪酬待遇。

三、申請條件
(一)申請者應具備以下條件:

五、學校概況
蘇州大學坐落于素有“人間天堂”之稱的歷史文化名城蘇州,擁有124年的悠久歷史,是國家“211工程”“2011計劃”首批入列高校,是教育部與江蘇省人民政府共建“雙一流”建設高校、國防科技工業局和江蘇省人民政府共建高校,是江蘇省屬重點綜合性大學。
學校現有哲學、經濟學、法學、教育學、文學、歷史學、理學、工學、農學、醫學、管理學、藝術學、交叉學等十三大學科門類。現有37個學院(部),47個一級學科碩士點,31個一級學科博士點,30個博士后流動站;1個國家一流學科,4個國家重點學科,22個江蘇高校優勢學科,6個“十四五”江蘇省重點學科。截至目前,共18個學科進入全球基本科學指標(ESI)前1%,化學、材料科學、藥理學與毒理學、臨床醫學4個學科進入全球基本科學指標(ESI)前1‰。
學校現有1個國家2011協同創新中心(牽頭單位),1個省部共建國家重點實驗室,1個國家工程實驗室,2個國家地方聯合工程實驗室,2個國家級國際合作聯合研究中心,1個國家臨床醫學研究中心,1個國家“一帶一路”聯合實驗室,4個江蘇高校協同創新中心,24個省部級哲社重點研究基地,36個省部級重點實驗室。擁有包括1位諾貝爾獎獲得者,10位兩院院士,15位發達國家院士在內的各類國家級人才超370人次。

Invitation to apply for 2024 NSFC Excellent Young
Scholars Fund (Overseas) in the Name of
Part 1. About the Project
The
Excellent Young Scholars Fund (Overseas) of the National Natural Science
Foundation of China (NSFC) aims to attract and encourage outstanding overseas
young scholars (including non-Chinese foreign talents) who have achieved
notable results in Natural Sciences, Engineering Technology, etc. to return or
come to
Part 2. Support
2.1 Support of
① Position: Distinguished Professor, permanent position, doctoral advisor.
②Title: Professor.
③Pay: Not less than RMB 800,000 annually (pre-tax,
including basic annual salary and other benefits); performance related rewards
without cap (RMB 20,000
④Relocation and personal subsidy: Not less than RMB 5,000,000(including subsidies provided by the national and local governments); free transitional flat for 2 years; travel subsidies after enrollment.
⑤Research support funding:RMB 1,000,000 – 3,000,000 sponsored by NSFC, and the university will provide 1:1 matching funding (RMB 3, 000,000 literally for scholars in Experimental Sciences, Engineering and Medicine). The expenses for large-scale equipment and apparatus can be funded as needed by the university.
●Selected candidates in the name of
●Selected candidates in the name of the affiliated hospitals of Soochow University (the First Affiliated Hospital of Soochow University, the Second Affiliated Hospital of Soochow University, Children’s Hospital of Soochow University, and the Fourth Affiliated Hospital of Soochow University) will be provided by the hospital with a pre-tax annual salary of not less than RMB 1,000,000, a relocation and personal subsidy of not less than RMB 6,000,000 (including subsidies provided by the national and local governments), and a research support funding of RMB 5,000,000.
①Lab Space: Office and laboratory not smaller than 150 square meters.
②Research Team: The university will give full support for establishing research groups, with priority for recruiting young lecturers, post-doctoral fellows and full-time research workers. No limit in the number of post-doctoral fellows recruited.
③Enrollment Target: The university will give high priority to recruiting students by successful candidates. Every year, 1 doctoral student and at least 2 masters students can be recruited. Additional supports can be provided by schools according to actual conditions.
①Transitional accommodation:Fully decorated short-term accommodation, or 24-month-subsidy for renting. Selected candidates can also apply for “Easier Settling Renting” project funded by the Suzhou Municipal government, so that the total subsidy for renting can be up to RMB 6000 per month.
②Family security: Support to offer jobs for spouse and school admission for children. Apart from the quality education of affiliated kindergarten, primary and middle school, the university also aligns across the whole city to meet the requirements of high-quality school admission.
③Medical service: Four affiliated
hospitals provide top quality medical service. Among them, the First Affiliated
Hospital of Soochow University has ranked 1st in the city level
hospital competitiveness list for ten consecutive years. In 2022, it ranked 32nd among
the list of
*Special note: Those shortlisted but not ultimately selected, after evaluation from the university, can be also hired as Distinguished Professor Elite Talent (professor, doctoral advisor, permanent position) with competitive salary packages and relevant supports.
2.2 Local Programs
Selected candidates are given priority in terms of applying for various talent programs. Successful applicants can enjoy stacked-up benefits according to relevant regulations.

Part 3 Applicant Requirements
1.
Abide by the laws and regulations of the People’s Republic of
2.Born not earlier than Jan 1st, 1984;
3. Hold a doctoral degree;
4. Focus on Nature Sciences, Engineering Technology, etc.;
5. The applicant should in general have a formal teaching or research position in an overseas university, scientific research institution or corporate R&D department with 36 months of consecutive working period from obtaining the doctoral degree till April 15th 2024. For those who obtained an overseas doctoral degree and with particularly outstanding achievements, the requirement for working period can be relaxed to a proper extent;
6. Having demonstrated scientific or technological achievements recognized by peer experts, and have the potential to become an academic leader or outstanding talent in related fields;

The Fund shall comply with the requirements of the national-level talent program alignments. The applicant can only take one program of national-level science and technology talent at the same level. The applicant cannot apply for any talent program lower than his/her current talent level.
